National Senior Investigating Officer Development Programme

Attendance criteria

This course is for those officers whose primary investigative role is that of homicide, link series rape and other serious and complex crime investigation with the aim of achieving PIP Level 3 accreditation.   Before appointment to the SIO Development Programme MPS candidates must have attended the Advanced CID Course and either attended or  have notification of attending the HOLMES Managers Course at the Crime Academy.

Course aim

To develop the existing skills of officers appointed as Senior Investigating Officers to enable the professional effective management and co-ordination of investigations, in accordance with the Professional Investigation Process (PIP) Level 3 and National Occupational Standards.

Course objectives

The student will be able to:

  • Describe the role and responsibilities of an SIO
  • Create policy files (decision logs) that record the strategic and important tactical decisions made during an investigation in accordance with MPS policy and ACPO Crime Committee guidelines
  • Manage and review the initial response to a major investigation, implementing fast track actions when required
  • Plan and manage an effective communication strategy, exploiting the use of the media and other forms of communication to enhance potential investigative opportunities
  • Explain the role, responsibilities and capabilities of the various specialist roles involved in a major investigation
  • Conduct a community impact assessment, making appropriate recommendations regarding the implementation of any proposed action plan by the Borough Commander
  • Plan and manage the investigation in accordance with the model of investigation, relevant legislation, MPS and national policies (MIRSAP and HOLMES2)
  • Develop a family liaison strategy thereby facilitating an investigation into a family's loss by establishing a sensitive, supportive and appropriate relationship, which links the family and the investigation team
  • Manage the performance of teams and individuals while incorporating health and safety, welfare, legislation and policy
